Can an LCN CUSH arm be converted to a Spring Cush arm?

No, these are two completely different arms and cannot be converted.

The Cush and Spring Cush arms have different shoes so you can not install a Spring Cush block assembly (XXXX-3080) onto a Cush Arm (shoe). You will need to change the complete arm assembly.
