Why is the B562 not fire rated while the B662 is fire rated?

The B562 uses both an inside and outside cylinder housing made of zinc which will melt during the fire test and create a through opening and result in failure.

The B662 uses a inside housing made of copper infiltrated sintered steel which will not melt during the fire test.
