Why does the Falcon W581 storeroom function chassis have a push button?

The Falcon W581 Storeroom lock utilizes the same chassis as the Falcon W501, W511, and W571.  When the W581 lock ships, it has a visible button on the inside chassis spindle.  The way storeroom functionality is created is by installing a closed lever over inside button.  The closed lever pushes the button in and holds it in place creating a lock that is always locked on the outside.

Function testing the W581 should only occur after the closed inside lever has been installed.  Otherwise there's the possibility that the outside lever may not be locked.
