What voltage should I read between SC (signal common) and Ground on a power supply option board 900-2RS or 900-4R/4RL?

If the power supply jumper is set for 12VDC, you would expect to measure 12VDC between SC and Ground on the option board.
 
If the power supply jumper is set for 24VDC, you would expect to measure 24VDC between SC and Ground on the option board.
 
It is normal to read a small amount of voltage between input terminals and Ground on the option board.
 
People will sometimes attempt to measure voltage between SC and an input terminal on the option board.  This is not appropriate since voltage must always be referenced to a Ground point, which is true zero.
