What does it mean when there's an "offset" of badge IDs on combo cards?

Depending on the customer's needs, they can request to have the encoded badge ID of the proximity card to be offset by a certain amount compared to the encoded badge ID of the smart card.  The same can be said about the opposite by having the encoded smart card ID be offset by a certain amount compared to the encoded proximity ID.
