What causes the top latch of a 1690 to not hold in the retracted position while the door swings?

The top rod is adjusted too short, so when pushpad is pressed it is not operating the top latch enough to get into the hold down position. The top rod would need to be lengthened by turning the latch on the end of the rod to lengthen per Step 5 of 1690 Instructions
