How can a credential be re-used after being returned?

Once a credential has been deactivated (this is achieved by deactivating the specific credential or when a user is deactivated - all of their credentials are deactivated as a result) it can be enrolled again to any user following the same process as if it were a brand new credential. 

Note: Once a credential has been deactivated, a compile needs to be completed so that the readers are updated, and the credential will no longer be approved prior to any future re-enrollment.
