For delayed egress products greater than 15 seconds, who grants approval and who needs proof of the approval?

The IBC says, “Where approved, a delay of not more than 30 seconds is permitted on a delayed egress door.”  

Over 15 second delay requires approval (not necessarily a letter) from the authority having local jurisdiction over the premises prior to the installation of the device.

Allegion does not grant such approval, require proof of approval, nor warrant local jurisdiction compliance.
