Can you have mechanical dogging (either hex key dogging or cylinder dogging) with an electric latch retraction (EL or QEL) device?

Fire-Rated Exit Device can not have any mechanical dogging (Cylinder Dogging or Hex Key Dogging).

For panic devices, here are the options:

CYLINDER DOGGING-

• EL or QEL98/99 Series with Cylinder Dogging:  Specify SD-EL or SD-QEL.  The Special Dogging (via cylinder) occurs in the center case.  It is available for rim and vertical rod/cable device applications, not mortise lock devices.  The EL feature is discontinued.  If converting to SD-QEL, replace the complete exit device (less trim unless also changing the trim option).  
• EL or QEL33/35 Series Cylinder Dogging:  Not available.  There is not room in the center case for the SD option. 

HEX DOGGING-

• EL33/35/98/99: Specify HD-EL.  Not designed for frequent hex dogging.  Intended for construction phase or during an occasional loss of power.
  Note that HD-EL has been discontinued, recommend converting to HD-QEL using Baseplate Conversion Kit and a Hex Dogging Conversion Kit..  
• QEL33/35/98/99: Specify HD-QEL.  Not designed for frequent hex dogging. Intended for construction phase or during an occasional loss of power.  Would need an HD-QEL Conversion Kit and a Hex Dogging Conversion Kit.
