Can a Vertical Rod Exit Device be installed with the bottom rod only (no top rod)?

Vertical Rod Exit Devices are not designed or tested Less Top Rod.

 

The standard top latches of Vertical Rod Exit Devices are designed to catch in the retracted position while the door is open.

This catch mechanism is what would hold the bottom latch up while the door is open so that it does not drag on the floor or catch on the lip of the bottom strike (or any other projection on the floor).
