Are cylinders and keys with Schlage Quad, Numbered, and Reverse keyways open or restricted?

Schlage's Quad, Numbered (Paracentric), or Reverse cylinders and keys are restricted, but they do not require a Letter of Authorization (LOA) or a Restricted Product Authorization (RPA) form.  
 
These Keyway Families are priced as Restricted product even though LOA and RPA are not required.  They are not available for new Master Key Systems.
