No, an adjustable base anchor is not supplied on frames with existing opening anchors.
The anchor design for use in existing masonry walls, is a pierce and dimple in the frame soffit for 3/8" diameter x 5" long screws which are bolted and secure to wall. Starting from the bottom of frame the first anchor is at 2 1/2", therefore a base anchor is required.
