Why won't an AD300 or PIM400-485 communicate with the access control panel (ACP) , Basic RS-485 cabling requirements?

Why won't an AD300 or PIM400-485 communicate with the access control panel (ACP), Basic RS-485 cabling requirements?

In order to ensure proper communication, verify the following:

1. The RS-485 address assigned to the AD300 or PIM400-485 matches the address defined by the ACP (Be aware that the physical RS-485 hardware address may be +1 or -1 or more from the ACP logical addressing, confirm this with the ACP documentation. e.g.  AD300 address= 0, ACP software address= 1 ; typically RS-485 device addressing is hardware range= 0 - 15 and software range= 1 - 16 ).

2. For half-duplex (2-wire) communication: (3 wires with shield minimum requirements)
     a. TDB+ on the AD300 RS-485 PCB is connected to B+ on the ACP or PIB
     b. TDA- on the AD300 RS-485 PCB is connected to A- on the ACP or PIB
     c. The cable shield is connected at the ACP only
     d. The shorting blocks are installed on J3 and J4 of the AD300 RS-485 PCB or J19 and J20 of the PIM400 PCB, defined as Half-Duplex 2 wire communication
     e. Remember to provide 3 wires with shield minimum requirements: TDA-, TDB+, Signal Ground, Shield / Drain

3. For full-duplex (4-wire) communication: (5 wires with shield minimum requirements)
     a. TDB+ on the AD300 RS-485 PCB is connected to RDB+ on the ACP or PIB
     b. RDB+ on the AD300 RS-485 PCB is connected to TDB+ on the ACP or PIB
     c. TDA- on the AD300 RS-485 PCB is connected to RDA- on the ACP or PIB
     d. RDA- on the AD300 RS-485 PCB is connected to TDA- on the ACP or PIB
     e. The cable shield is connected at the ACP only
     f. The shorting blocks are removed from J3 and J4 of the AD300 RS-485 PCB or J19 and J20 of the PIM400 PCB, defined as Full-Duplex 4 wire communication
     g. Remember to provide 5 wires with shield minimum requirements: TDA-, RDA-, TDB+, RDB+, Signal Ground, Shield / Drain
