What does "Sorry, Can't Add" mean on a hand reader?

The message "Sorry, Can't Add" appears when trying to enroll a user on a hand reader.  There are 2 reasons this message appears:

1.  The ID being enrolled already exists in the hand reader.
2.  The memory on the hand reader is already at its maximum capacity.

How do you resolve this?

1.  Use a different ID number to enroll with. 
2.  Order expanded memory or remove users who no longer use the hand reader.
